The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the Network Support Unit (NSU) of the Infrastructure Operations Section (IOS) within the Service for Geospatial, Information and Telecommunication Technology (SGITT) at the United Nations United Nations Global Service Centre (UNGSC) in Valencia, Spain.

The Telecommunications Assistant serves as a focal point for all delegated aspects of the of IT lifecycle, including Service Design, Service Transition and Service Operations, Asset Management, Project Management and Relationship Management; coordinates and takes ownership of the production of the necessary documentation for Service Catalogue (Business & Technical Service Description, OLA, Service Rate Card, Information Security Contingency Plan) and network infrastructure (network maps both physical and logical).

The incumbent will report to the Chief of Network Support Unit or other designated officer.

Responsibilities

Within delegated authority, the Telecommunications Assistant will be responsible for the
following duties:
• Manages the Local Area Network and Wide Area Network based on the guidelines in UNGSC’s SOP for the Network Support Unit.
• Supervises assigned personnel in the network team and coordinates their activities to ensure that all tasks are completed accurately and in a timely manner.
• Assists and manages large projects implementation such as analyzing user requests, preparing system engineering diagrams, and network documentation, and assist in testing of cables and equipment installed by vendors.
• Coordinates with other relevant SGITT units in order to improve/automate the management of the network configuration items.
• Oversees all network related documentation and diagrams and ensures they are accurately maintained.
• Prepares recurring reports on network performance, noting problems and implements corrections as required.
• Calculates and compiles cost estimates and projected budget requirements and assists in preparation of budget and audit reports.
• Prepares and delivers monthly reports on the WAN performance, including detailed reports of leased facility outages for outage rebate purposes.
• Prepares business-related communications in response to queries from Service Provider companies, Internet providers and staff members.
• Assesses and evaluates costs of all services received, and provides reports as required, on cost trends and variations in the billing of all services being utilized.
• Addresses complaints, anomalies, queries and clarifications on the request fulfillment procedures and structures in an efficient, effective and polite manner.
• Ensures that clear and accurate records of all network assets are maintained.
• Maintains electronic records of all expenditures for commercial communications of UNGSC and provides CITS budget officer with this information on a regular basis.
• Maintains comprehensive filing system of invoices, statements and correspondence for all network systems.
• Ensures that all purchase orders are electronically stored.
• Monitors the physical inventory of stocked items on a regular basis to ensure accuracy of records and location of property.
• Issues network equipment and ensures the records are up to date in the asset control system.
• Performs other duties as assigned.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Valid Professional Level Certification in Network Field, such as Cisco CCNP is required.

Asset Management Certifications in System Application and Products (SAP)/ Enterprise Resource Planning (ERP) environment are desirable.

ITIL 4 Foundation certification is desirable.

Prince2 Foundation certification is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible work experience in telecommunications network is required.

Experience in serving as project manager in projects to establish WAN (Wide Area Network) connectivity / communications services to multiple remote locations connected via different transport media is desirable.

Experience in dealing with external providers and vendors to coordinate provision of services (such as ISP providers) and IT technologies (such as Cisco, Checkpoint, HP) is desirable.
