Expression of Interest for consultancy at OIOS

The Inspection and Evaluation Division (IED) at the Office of Internal Oversight Services (OIOS) seeks Expressions of Interest (EoI) from suitably qualified evaluation or research consultants to assist in conducting a comprehensive evidence synthesis on the impact of a United Nations multi-dimensional peacekeeping mission.

The evaluation will assess whether the selected multi-dimensional peacekeeping mission has made a difference, how, for whom, and under what circumstances in its areas of operations based on the available knowledge base and evidence published in credible sources (i.e., scholarly, peer-reviewed journals, reports and assessments published by bilateral, multilateral, academic, research, and civil society organizations etc.)

The role of the consultant is to support OIOS/IED in the design, data collection and analysis phases of the evaluation during the period June – November 2023. Typical tasks include reviewing relevant background documents, developing a theory of change that will guide the selection of evidence, developing, piloting, and implementing a search strategy and data analysis protocols, and analyzing the identified evidence to answer the evaluation questions.

The call is open to both national and international individual consultants. The consultant will mostly work remotely from their home location and may be expected to travel with the IED team to the field location(s) as needed.

OIOS daily fees for mid-level evaluation consultants range from 390 USD to 600 USD per day (rates will be determined based on the selected candidate’s skills and experience). The estimated total number of days of the consultancy is 45 days and may be revised during the project, based on needs as identified from time to time.

Requirements

  1. At least 10 years of experience in research and evaluation in the areas of international development and/or humanitarian assistance in conflict or post-conflict settings, or related areas
  2. Experience in designing and conducting systematic literature review, synthesis, and meta-analysis, including database search and quality appraisal of scholarly reports, documents, and evidence contained therein
  3. Proven knowledge of, and experience in collecting, consolidating, analyzing, and interpreting qualitative data using advanced computerized tools including NVivo, PowerBI, Artificial Intelligence tools
  4. Experience in the design, conduct and delivery of in-person or/and online training workshops for diverse audiences to improve understanding of methods used, and uptake of results (including ability and willingness to travel across the identified region, as required)
  5. Fluency in written and spoken English and French is essential, together with proficiency in analyzing scholarly articles in both languages
