VSO would like to invite you to bid for the delivery of a baseline study for a VSO Mozambique project Enabling Adolescent Girls to Learn and Earn (EAGLE).
Contract period: January to March 2021
Background and Rationale:
VSO Mozambique is implementing a five-year project (2020/2025) supported through funding from Global Affairs Canada (GAC). The EAGLE (Empowering Adolescent Girls to Learn and Earn) Project intends to empower out-of-school (OOS) adolescent girls and young women to advance their education and economic empowerment.
The project will be implemented in six districts across two provinces in central Mozambique. The baseline study will provide data for the outcome indicators in the Logic Model and Performance Management Framework (PMF) that forms part of the contract with GAC. VSO follows an action-oriented process and a people-centric methodology that allows for both technical rigour and beneficiary/intermediary ownership of the creation of VSO’s programmes and projects. A blended approach of VSO’s internal Measuring Impact for Learning and Empowerment approach and GAC’s requirements is required to ensure a coherent and consistent approach is taken.

Instructions to Bidders In order to be considered, bids must:
- be on your consultant/organisation’s letter headed paper
- contain both a Technical and Price Proposal
- state the bid validity period
- be received by the VSO contact by the bid deadline
- include details of three referees and a brief description of the work carried out for them (work should be relevant/similar to this project)
- include a sample of previous work of a similar nature
Bidders may be invited to give a presentation or attend a clarification interview. VSO shall not be bound to accept any bid and will not be responsible for any loss or expense incurred by firms in the submission of their bids. VSO reserves the right to accept all or part of an offer.
