Background and objectives:
The Capacity Development Programme Management Office (CDPMO) supports DESA’s divisions with strategic and management support for efficient and effective delivery of its capacity development work. In an attempt to consolidate information on incoming demand, divisional activities and tools as well as ongoing projects, the consultant will update CDPMO’s website by building and/or updating existing databases (SQL) and by developing Drupal based applications.
The consultant will be required to undertake the following tasks:
Analyze existing data and data needs and advise on how to best build and utilize databases and technology solutions to manage and relate different spreadsheets that are currently updated in Excel.
Based on the understanding of the knowledge management needs and goals, recommend and develop the following databases, separate or in relation:
--a database on requests for support (“demand”) drawing on existing sources of information and allowing for multiple users with different user roles;
-- a database and front-end interface for the management and display (including search capability) of Capacity Development tools (currently here);
-- a database and front-end interface for the management and display (including search capability) of Capacity Development projects (currently here);
- Develop a web interface to display all of DESA Capacity Development trainings, with links to respective registration pages (trainings are currently hosted on different platforms including Moodle and third-party platforms. Suggest ways to consolidate and present content so that interested parties get a quick overview of respective offerings and requirements.
· Migration of current website in Wordpress to Drupal including better presentation of content, automation schemes and functionality so that the website can pull dynamic information and present it in a user-friendly and engaging manner.
Duration of contract: The consultant will work for a total of 40 days during the period 15 October to 31 December 2019.
Duty Station or Location of Assignment: The consultant will be home-based and work remotely, with occasional office visits (NYC) or alternatively video conferences throughout the duration of the contract.
Expected outputs and delivery dates: The consultant will release the new/updated databases/Drupal applications in accordance with a release plan consisting of 3 releases. 1) a database and front-end interface for the management, display and edit of requests for support (“demand”); 2) a database and front-end interface for the management, display and edit (including search capability) of Capacity Development tools and Capacity Development projects. 3) visualization tool for mapping and display of different data sources, 4) converting existing wordpress website into Drupal.
The consultant will develop user-friendly and mobile-friendly web interfaces for the three applications and develop a brief technical manual for its updating and maintenance.
Performance indicators: The following indicators are used to evaluate the work undertaken by the consultant.
• Value of services rendered in relation to their costs
• Demonstrated expert knowledge of the subject area
• Receptive / responsive to feed-back from DESA/CDPMO
Qualifications: University degree and at least 3 years of experience in software development. Experience in developing databases, Drupal applications and web interfaces is required.
