Org. Setting And Reporting
This position is located in the United Nations Stabilization Mission in Mali (MINUSMA).
Under the overall supervision of the Special Representative of the Secretary General (SRSG),
the direct supervision of the Deputy Special representative of the Secretary General (DSRSG
HC/RC) the incumbent will be responsible for the design and implementation of HIV/AIDS
awareness, prevention and risk-reduction programme and activities for UN mission personnel
and will work closely with national counterparts to ensure synergy with national HIV/AIDS
programmes and activities.
Responsibilities
Within delegated authority, the HIV/AIDS Adviser/Officer, Chief of Unit, will be responsible
for the following duties:
•Develop, implement and monitor a comprehensive mission-wide HIV/AIDS awareness and
prevention strategy, including mandatory induction training and periodic review training,
condom programming, and peer education training for all peacekeeping personnel and lead
the development and implementation of action plans and programming for all HIV and AIDS
related activities, including proposal development, budgeting, and monitoring and evaluation
of programmes; •Establish and maintain strategic contacts and networks with host
government line ministries at central and local levels, civil society organizations, mission
components, UNCT, and other national and international partners to promote collaboration
and facilitate implementation of the mission's HIV/AIDS programme and to ensure synergy
with national programmes and activities;•Act as the mission focal point for HIV/AIDS with
local and international agencies, organizations and diplomatic missions, represent the mission
on HIV/AIDS issues and discussions in high-level national and international fora and provide
advice and guidance on HIV prevention and AIDS impact mitigation to all •Mainstream
HIV/AIDS concerns into core mission mandates, such as protection of civilians; disarmament,
demobilization and reintegration and security sector reform, as well as capacity building of
national police and other security forces; and collaborate with other mission components, in
particular Gender, Child Protection, Human Rights and Conduct and Discipline to increase
awareness and prevention of HIV/AIDS;•Collaborate with the mission Medical component to
set up and maintain HIV voluntary confidential counselling and testing, as well as HIV postexposure
prevention facilities for peacekeeping personnel;•Collaborate with the Public
Information component for development and production of informational and educational
materials as well as advocacy and social mobilization strategy for HIV and AIDS awareness
raising and prevention in the mission area;•Participate in the UNCT HIV technical working
group and other coordination mechanism and fora to coordinate activities and programmes,
ensure best utilization of resources and develop strategic outreach projects for local
vulnerable groups, including working with the local media on awareness campaigns on
HIV/AIDS and related issues, such as sexual and gender based violence;•Prepare and
facilitate quantitative and qualitative inputs into the preparation and production of key reports
on the HIV/AIDS epidemic, its impact and responses to it in the mission area;•Monitor,
evaluate, document and report on all HIV/AIDS programmes and activities of the mission to
intergovernmental bodies, oversight and other review bodies and key stakeholders;•Manage
and lead the mission's HIV/AIDS Unit and all its personnel in the performance of their tasks
and manage all aspects of the Unit's resources, human, material and financial; •Perform any
other duties as required.

Education
Advanced university degree (Master's degree or equivalent), in sociology, economic, other
social science or related field. A first-level university degree in combination with qualifying
experience may be accepted in lieu of an advance university degree.
Work Experience
At least of 7 years or more of progressively responsible experience in managing HIV and
AIDS, sexually transmitted infections (STIs) or sexual and reproductive health and rights
(SRHR) programmes with vulnerable populations. At least one year of direct work experience
with uniformed services on HIV/AIDS/STIs in peacekeeping operations is desirable.
Demonstrated experience in institutional capacity building for HIV/AIDS coordination and
service delivery is desirable. Demonstrated experience in managing teams highly desirable.
Knowledge and experience in organizational development, including coaching and mentoring,
monitoring and evaluation of HIV/AIDS and other development programmes, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the
position advertised, fluency in oral and written English and French is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
